A reader checked in asking about construction they noticed on 15th St. between Federal and Wharton Sts. We ambled over to take a peek.

From perhaps a week ago

Turns out that CATCH (Citizens Acting Together Can Help Inc.), a local non-profit that provides “Community Behavioral Health” and “Developmental Disability Services,” has an office at 1221 S. 15th St., a few doors down from the ongoing construction. From what we’ve come to understand, CATCH is rehabbing 1215-21 S. 15th St. and 1232-34 Carlisle St. and constructing Patriot House, a housing facility for veterans struggling with substance abuse issues and mental health disorders. In 2008, a developer purchased the building for $475K, gutted it to the studs, dug out the basement, and went through zoning to get approval to add four stories to the building to create five condos, one on each floor. As was the case with many developers who made real estate investments in 2008, things did not progress as planned and the developer sold the building last month for $300K according to public record.
The News Page for Old City Civic states that neighbors have noticed work being done at the property in the…
