this is quite disturbing, i am a tenant and was just made aware of this situation, guess i will be paying the owner of the building from now, what a crook!

In the past, if something broke, it would be fixed quickly. In the last few months, everything stopped. I don’t get calls or emails returned and nothing gets fixed. Joe is a very nice guy when you can get in touch with him. I think he just got into some financial trouble and doesn’t know what to do.

What do you mean by vanished? I wouldn’t worry about your security deposit until you move out. Worst case, you can always use it to pay the last month or two of rent.

This guy has not been returning security deposits for about year. Won a judgment against him… he doesn’t seem to have any money.. good luck to all of you.

Joe owes me over $8000.00 for rents he collected and will not return calls or emails. As of this afternoon his phone is disconnected….

does anyone who is taking over the properties he managed? i am a tenant never received notice and my April rent check has not been cashed.

i worked for this guy and went in one day and i was told it was my last day but it has been a blessing in disguise.

Yes, the office is open….every morning at 8:30 or so he is in there with the door locked, but they NEVER answer the phone

Hi “T” I really miss all my tenants that have been with me since “Allen Bros,” and also the new tenants i became very close to with Joseph Reilly.  I was there to be of service to you and thats just what i did, thanks! As far as getting the boot, it has been hard to find work but it was a blessing to be out of there.  He is losing everything so please if u are still a tenant start looking for a new residence! take care

If you are renting through Joe try to contact the owner of the property that you are renting. If you don’t know who they are look up your address on the city website under the BRT section or ask a neighbor.  If you are an owner call a lawyer and the water department…

This guy is really a schemer and liar, who has preyed on some of our most vulnerable owners. There are horror stories, particularly in the 18th and Spruce area of elderly, unwell and/or infirm owners, who through the death of a spouse and little or no social or family support, were not dwelling in the property. Once Reilly took over management, their property’s rent roll disappeared into the “manager’s pocket” while a stream of bills for phantom repairs and non-existent upkeep were sent via mail as Reilly refused to take or return phone calls.  
In at least one case, after at least a year of this,  a physically and financially unwell, isolated elderly owner was bullied into putting her rental property up for sale mostly due to the lack of management and cash-flow. 

Reilly showed up unbidden with a well known center city Real Estate salesman and they accosted the 80- year old woman her at current home upon her release from a hospital stay from oral surgery.
When she requested details of the “bills’ she had been receiving instead of rental cash-flow, as well as the non-existent physical upkeep and management, ,she was subjected to verbal abuse. Some long-time tenants who openly supported her and tried to respond to her emotional requests for help about what had been going on in the building, were harassed, slandered and physically threatened.
To this day, the owner received substantially less than she was told to expect from the sale and still has not received rental monies due from the time that Reilly was in control. Also many valuable items that the owner had locked and stored in the former home mysteriously disappeared after the keys were given to Reilly.
