Back in March, we told you all about the PHA debacle at 1003-1011 S. 20th St.

The building

To make an excruciatingly long story as short as possible, PHA proposed the construction of the building pictured above, a congregate living facility for low income residents with disabilities, back in 2009. Neighbors and SOSNA opposed the project on the grounds of the near-impossible logistics of loading and unloading disabled residents from cars or vans without designated onsite parking. And also because the building is, aesthetically, a crime against humanity.

Despite a poorly conceived project, overwhelming neighborhood opposition, and opposition from then Council President Anna Verna, the ZBA granted the necessary variance for PHA to construct this building in January, 2010. Within a matter of weeks, SOSNA and a group of interveners filed an appeal. A little more than a year later, the District Court of Common Pleas overturned the variance. Despite the very real possibility that this could happen, PHA went ahead and built the building anyway over the course of that year. So in March of 2011, PHA had a (hideous) building, constructed with taxpayer dollars, that was illegal and possibly subject to demolition.

Not surprisingly, PHA appealed the District ruling to the State level. Arguments were scheduled to take place yesterday, but late last week, PHA abruptly dropped their appeal. Nobody knows why. Or what happens next. Could it be the wrecking ball?

If that is indeed the end result here, we can only hope that PHA builds new single family homes on this site and maintains them as well as they maintain their attractive properties across the street.

    Quick story. 

    Was leaning up against the white fence (from the top pic) eating a slice of Southside Pizza.

    Watched an older black gentleman come out of the middle red property (from the bottom pic) with a small garbage can. 

    He proceeded to walk to the corner (lower left corner of bottom pic) and dump all the garbage into the sewer. 

    He was nice enough to stomp and kick everything in to the sewer so nothing littered the street.

    Unlikely…..these are non-conforming regardless of the code.

     Unfortunately, I think the answer does lie within the new code.  Our wise leaders decided that “Personal Care Homes” will be allowed within all currently zoned R-10 districts by “Special Exception.”  It looks like PHA pulled a legislation solution that will ultimately allow all sorts of group home uses–clinics, half-way house, etc–to open in our R10 neighborhoods.

    You forgot to mention the fatal house fire in one of those attractive buildings across the street, as well as the fatal house fires in two PHA properties around the corner.

    LMFAO. I’m not surprised based on how our sewers look. I’m often surprised this city functions at all. Where is the sense of duty and decorum?

    Have you ever seen those PWD trucks with the crane on them scooping the garbage out of the sewer inlets?  It’s appalling how much trash gets thrown down there.

    Clarissa what is your home address?  I am going to come over there with a trash can full of trash.  I am going to dump the trash all over your front steps and sidewalk.  Then I am going to pull a slice of pizza out of my back pocket and proceed to nibble on it slowly.  I want you to call 911 while all this is going on.  I have a feeling I’ll be able to finish my slice of pizza and then dance around on your trash filled sidewalk before I see a single cop.  Same goes for you Philebrity Patricio.

    You should be thrilled about your lethargic, empathetic attitude about tackling issues that impact some of our neighborhoods.  Yet you had plenty of time to create three profiles on here so you can like your degrading comment.  Hope you enjoyed your slice of pizza.
