Girard Square, currently a massive eyesore, could become Philly’s newest and blingiest commercial district by the end of 2012.  This huge 4.4 acre lot of land, encompassing an entire city block (Market to Chestnut, 11th to 12th) is currently made up of 4 buildings of offices, parking, and a mish mash of low-end retail stores. This could all change, if the plans to demolish the 2-story building that fronts Market Street get approved; this would be one of Center City’s most prominent redevelopments in recent years. Girard Square would be rebuilt as a 5-story retail destination with lots of windows, new retailers including a discount department store, a larger parking garage, and loads of fancy light-up billboards.

A look at the possible future

Speaking of billboards - last month, City Council passed a bill to create a “Commercial Advertising District,” which essentially gives any developer in the district (Market Street between 7th and 13th) permission to install a lighted or wrap billboard on their non-vacant building, as long as they spend over $10 million to spruce up the building.  The hope is to revitalize and bring positive energy to the neighborhood, particularly in the evenings when the corridor is all but empty, by drawing in more businesses and people.

We’ve heard that the discount department store could be a 3-story Target.  A reader has tipped us off that it could be a CityTarget concept much like those in Seattle, LA, NYC and Chicago, which are smaller than a typical Target, containing select inventory that caters towards urban residents. What other retailers do you see going into this new Girard Square redevelopment? Whichever retailers eventually lease space there, a new Girard Square would be huge for Market East.

    Having a Target there would be amazing. Forever 21 would be perfect for this space, too, and there are none currently in the city (save for a depot in Franklin Mills, which doesn’t count). The area could also use a variety of other stores that have yet to open shop in Center City — Crate and Barrel (!!!), Restoration Hardware, Build-A-Bear, Francesca’s Collections, Pinkberry, Z Gallerie, and so on.

    some details would be helpful. who is proposing to demo and redevelop the site? where is it in the approvals process?

    The redevelopment is proposed by the building’s owners, SSH Holdings Properties. From what we understand, it hasn’t moved anywhere in the approvals process as of yet- the developer was waiting to see what would come of the proposed billboard legislation. With the favorable decision made in that regard, we imagine they will start moving forward with the project but that is 100% unconfirmed.

    It’s definitely exciting for all these new developments in the city, but i hope the city and rich developers will work on helping out our school system as well–it’s the only way to produce an educated population that will appreciate and sustain the growth for the greater future

    So they’re going to knock down the Stephen Girard Building, one of the oldest remaining highrises in the city, for this? We’re solving Market East’s problems by making what is essentially just more of the Gallery? 

    There’s gonna be a lot of hurdles for this thing to get through. What will they tell the businesses in those crap storefronts? Airs Appliances has been around for 61 years and sells high end stuff, so not all the stores are transients or chains.

    A Target would be perfect. Then maybe they could sponsor a few charity & cultural events too like they do in NYC.

    Not sure that the Girard Building would necessarily be torn down under this plan. True that there are there a lot of hurdles, but this plan is far from set in stone.

    That’s so weird I was just looking at that building and though it would be nice if they tore that down and made it bigger. In one sense I’m not sure about how I’d like a target there for the very reason someone mentioned concerning the gallery. But at the same time the gallery isn’t THAT bad, the gallery itself is the worse of it I’ve only seen teens act out here and there but the people are otherwise fine for the most part.

    The Stephen Girard Building will not be torn down for this, just the two storey building facing Market St. The Stephen Girard Building can’t be torn down, it is historically certified. I hope they convert it to a hotel someday, it would be perfect for that.

    I don’t think this is just more of the Gallery, it is much more open to the street and likely will have some restaurants. Target is just one tenant, and a tenant that many upper middle class people shop at. Many other tenants could be more upscale that the Gallery, and there is a market for that in Center City and this is just the right spot to put that kind of retail.

    Word is that Target will handle construction soup to nuts, giving them lots of control.  If this is actually built with all that glass and potentially higher-end retail I see it being the dateway for my oft-verbalized dreams of a department store setting up shop on Market East… Nordstrom or Bloomingdales in the Strawbridge’s building anyone? :)

    Their leasing rep is currently marketing the redevelopment for lease, but no info has been made available to the public… yet.  We will update as soon as more info is available!

    I personally am hoping for a Forever 21, CB2 (closest one is NYC!) but would settle for a HomeGoods, BHLDN, Topshop, Uniqlo, and some other higher end stores that we are clearly lacking in this region.  I think Forever 21 fits better on the western side of Chestnut Street, but who knows?  We’ll see.  Either way, ugly billboards aside, I think this will really turn Market East around and draw in evening crowds of families and young professionals who want to enjoy the city but feel that this area has not much to offer.

    many people put too much value on human life, I’m all for 3 strikes and you’re put to death, and post-partum abortion isn’t a bad thing either

    Being historically certified doesn’t mean dick. Plenty of certified buildings have been unceremoniously knocked down in the last 20 years… the Oddfellows building on North Broad comes to mind.

    This thing will start with a Target just like the Gallery started with Gimbel’s and JC Penney. Adding more retail to a spot that can’t fill it’s current retail space is foolish. This place will either become Gallery III or cause the Gallery to get worse since customers will prefer this retail spot over that. I wish they could have thought of a mixed-use highrise or some other attraction that differs from what’s already there.

    I think a movie theater would be awesome; I think it would make the racist Gallery-haters heads explode.  As a side note, I think this is only a phase of the development fronting on Market Street and would leave plenty of room for a tower behind it and/or along Chestnut St.

    For years now I’ve heard of plans for a Target and movie theater. I’d love to see a movie theater, even if it’s not a huge one, because going all the way to Delaware and Reed for a non-Ritz theater is lame. Whatever happens though, it’ll be better than the parking lot and horrible buildings on Market. Those were always supposed to be temporary anyway. I’m so glad they’re finally going to go.

    have there been any updates on this or other Market East projects?  seems like projects are getting started all over the place, but no movement on Market East.  Any word on the Vetri/Eataly place in Strawbridges?

    OMG! I am a Target nut and that would make my poor little heart so glad that I am buying a new home kinda close to the area! I don’t care about anything else, just give me a Target or give me death…Death meaning the horrid Kmart.

    I want to see Abercrombie and Fitch, Hollister, American Eagle Outfitters, or those college outiffer to be there. How about Container Store! I can live with Bloomies too! We can clean up the Gallery but keep the current stores. And make it a mix of low-end and high-end retails! I can’t live without Old Navy esp when I am too lazy to do laundry. Just go there and buy some cheap clothes and walla I am looking “clean” the next day at work:D
    Moving here from Miami 2 years ago was a shock seeing that there are not many shopping options in the city. But I am loving the city now. With the Hard Rock Cafe.upgrade and upcoming Marshall opening, I am so psyched! Keep the good jobs developers!

    I want one of them to be in the Strawbridge building. The other one can occupy the spot where Daffy was (I mIss Daffy already!). Put Target at the location of Disney Hole. Put some retails / dining / maybe a Madam Tussaud museum??; a la SoHo in where the Robinsons used to be. And of course develop Girard Square with maybe all glass facade and resembling Columbus Circle Mall. I am tired going to KOP or Cherry Hill Mall for shopping!
