In today’s Daily News, Natalie Pompilio tells the story of 1138-42 S. 20th St., a 1500 sqft lot that was originally acquired by the Philadelphia Redevelopment Authority in 1976. The lot has been vacant, so far as we can figure, since at least 1992. In the early 2000s, the City took the odd approach of lining the perimeter of the lot with highway barriers. The idea behind this may have been to prevent trespassing, but the four-foot high barriers actually encouraged it, providing cover for illegally dumped trash and debris. The lot filled up like a bowl over the years, with a decade’s worth of junk.

With plans for a second OCF Coffee House location in the building next door to this horrifying, City-owned cesspool, owner Ori Feibush repeatedly approached the PRA (then RDA) over the course of a few years in an attempt to purchase the lots. Despite his requests in writing, over the phone, and by appearing in person, the PRA claims that Feibush only reached out for the first time in August. When, at that time, the PRA requested that he not clean up the parcel, stating that he would be trespassing and would present an insurance risk, Feibush went ahead with his plan “out of frustration.” Forty tons of debris and $20,000 later, the community has a new public garden space to call its own.

During the build-out for this garden and since its completion, the PRA has threatened Feibush with legal action. Currently, the PRA is “actively reviewing its options at this time.”

Looking at the before and after photos, does this make any sense whatsoever to any human in the city of Philadelphia? We get it that you’re supposed to follow a process with this sort of thing, but what are you to do when the process is set up in such a backwards way that several years of requests through multiple channels somehow are never recognized or processed? Should Feibush return the lot to the way it was, full of trash, with a broken and dangerous sidewalk, blighting the neighborhood, all in the name of process? Or should the PRA perhaps take a long look at how its doing business and attempt to improve transparency and accessibility? The new Philly Land Works site may be a good first step, but how is that any less of a black box than what was going on previously?

What do people think? Was Feibush out of line? Or is the PRA just trying to do its best?

    My guess: someone who doesn’t like Ori knows people at the PRA. I can’t imagine why else they would suddenly pay attention to this long-forgotten lot.

    some of the issue might be with the seating etc that encourages others to “trespass” on the site, which does pose an insurance liability for the City (RDA whatever). Probably wouldn’t have been as much of a problem if the site was just cleaned, but not designed to encourage use (which also supports a business)

    The best part of this is the PRA wants him to restore it to its original condition…put back the tons of crap they carted away…Everyone talks about cleaning up the city and someone does something about it sense no on in the bureaucracy of city hall can or will do it… and they threaten legal action? seriously ??? No wonder no one can get anything done in this city…

    I am in the market for a Jersey Barrier similar to those in the picture above. Do I need to go to Jersey, haha? Keep up the good work, Ori! In case you have not noticed that is a chronic unemployment problem along the Breeze. Perhaps the city could pay a minimal amount to those who are out of work and kids to keep people off the streets and keep the community clean at the same time.

    Philadelphia is a city. All cities own properties. Does Philadelphia own too much property? Yes. You guys are victims of a clerical error in what was an old city agency being transformed anew and we all have to hear the whine from it.

    Does anyone know who we can write a letter of support to? Harris, Johnson, both? I think the dialogue here is great, but it doesn’t do much for Ori’s cause. Our concerns need to be expressed to people in higher, authoritative positions.

    The RDA is a mess and can’t take care of any of its derelict properties, yet like any city agency has plenty of time and desire to harass and persecute taxpayers who dare to point out and/or address safety and quality of life issues stemming directly from the derelict RDA properties. City government is the problem with Philadelphia, and has been since City Council took over in 1959 with the “home rule charter”. Like Communism? This is what it looks like in Cuba if you dare to cross a party member or government flunkie.

    The issue is bigger than just this lot and this guy.. To me, this comment from Jake Leifer (whom I don’t know) on the “We Support the OCF Garden” facebook page nails it:

    This may be one lot in the city, but it represents 12,000 other city-owned lots that touch every neighborhood and community in Philadelphia. We need to show our local politicians and bureaucrats that these issues matter to us and that we will not stand for city-owned and managed blight. We need a sustainable, safe, and liveable city for all.

    The poverty pimps that run the Democrat machine here need to preserve the ghetto culture that they have cultivated for 50 years. The only way a neighborhood can improve is if a politician sends a crew of overpaid union workers to do the job. God forbid people in the neighborhood try to do something themselves.
    Same BS driving AVI and its hidden goal to expand a whole class of $100 a year blight spreading “taxpayer”. $100 doesn’t even cover a third the cost of trash pickup. But that is the minimum amount proposed? And there are multiple other ways the city is subsidizing this $100 a year “taxpayer” including giving them unlimited free natural gas through PGW- no other city in the country does this.
    If the minimum were $300 or something more “fair”, the city could get by with a reasonable ~1% tax rate. But the political goal here is actually to subsidize blight and screw those investing in the city. So they propose a 1.8% rate that destroys maybe $10 billion in property value to raise $100mm. $1 out of my pocket to put a penny in some political grifters pocket.
    God forbid that taxpayers start outnumbering welfare recipients in Philly- that is something Philly politicians will avoid at all costs.

    Looking at the before and after pictures leads me to support Mr. Feibush. The lot was blighted and filled with trash. The RDA could have cleaned it up but didn’t. I am a Point Breeze resident and I welcome the investment in our neighborhood. The coffee shop that this person developed had been a vacant property for years. Munson Manor should be next.

    While I get that the city would prefer citizens go through whatever process there is to own a lot like this, I don’t understand why they would order Feibush to return the lot to the awful state it was in before. He cleaned it up, nobody got hurt, the city didn’t have to pay for anything, and the problem is… what? He’s tried buying the lot for years. Are long-time residents angry that there were changes made? I know there’s fear of gentrification because it’s happening everywhere in the city. It’s a very bad thing. How do you keep that from happening when you want to beautify a corner for EVERYONE who lives there to use and enjoy? The whole system is so messed up and bent on screwing people over.

    Quite frankly, a lot full of debris is much more of a hazard and liability then a cleaned-up lot with benches (even if the benches invite use). We say Ori should countersue the city because if a private owner had a property that looked like this one did, they’d be forced to clean it up or forfeit it. Ori, have you considered a run for city council to change the ruckus that are we and help mold our great city to live up to its full glory?
