Last week, we covered a story about 1138-42 S. 20th St., a Point Breeze lot owned by the Philadelphia Redevelopment Authority since 1976, which has garnered national and even international coverage in the days since. To briefly summarize: Last month, realtor and developer Ori Feibush spent between $20-$30K to clean up and green this long-vacant, trash-filled, blighted lot next door to a coffee shop he was preparing to open, even though the land belonged to a City agency. He did this in spite of the PRA’s verbal and written demands that he not trespass on the lot, and in the face of threats of legal action.

Why, you may ask, did Feibush go ahead with this costly effort without first purchasing the lot from the PRA, or at the very least entering into a long-term lease or gardening agreement? According to representatives from the PRA, Feibush didn’t approach their office regarding this lot until August of 2012. Feibush counters that he’s made numerous efforts in writing, over the phone, and in person over the years, to no avail.

In case you’re trying to determine whose story rings true, these emails back from May and June of 2011, representing neither Feibush’s first nor his last expressions of interest, should shed some light on the subject:

This definitively debunks the claim made by Mayoral spokesman Mark McDonald in today’s Daily News that “a letter that Feibush sent Tuesday to the authority was his first official declaration of interest in buying the property.” But hey, if a declaration of interest lands on the desk of someone who works in an office where no one seems to have a clue, is it really sent?

    I’m sure Kenyatta Johnson is just “holding them for somebody”. It’s nice that our political class feels they own these assets and can distribute them to their cronies as they wish. And so they sit there. It might be worth looking at recalling Mr. Johnson in a recall vote, if that’s possible. Why anybody who pays taxes would ever vote for Kenyatta is beyond me.

    I hope more proof of the “7 written requests …
    called the authority 24 times and visited its office 4 times…” surface as to prove no exaggeration on the party in the right in this situation.

    Additionally, last week it was stated $20,000 was spent on the cleanup and now it has increased into the $20,000-$30,000 range. Was a bill recently found and paid or was the $20,000 number originally stated not an accurate calculation? If the facts keep changing the work done is going to be increasingly harder to defend.

    Even if it was fewer than 7, so what? Paul Chrystie flat-out lied when he said Feibush never expressed interest. That’s the important thing. And anyway, how many written requests are needed for the RDA to do their job?

    Not much likelihood of a suit by PDA in my opinion. What is their argument – that their mission is to maintain their properties in atrocious condition and that any attempt to remedy that condition by a private citizen interferes with that public duty? Please. Make national and international news organizations’ day why don’t they.

    So I’ve been told….

    #1 Part of the 40 tons
    of trash was ORI’s from the development of the coffee shop. He was sent a
    citation because he was believed to own the lot since so much of his own trash
    was on it! (I will agree that there was neighborhood trash also on the property
    as I have cleaned it myself, but just want to point out that this was also a
    dumping site for Ori)

    #2 Ori is not well
    received by the Point Breeze Neighborhood partly because of his blatant efforts
    to make money and disregard for the community’s desires/needs.

    #3 I believe that this
    charade was done on purpose! He looks like the victim, gives the community
    promised green space and does it NOT on one of his own lots! Ahh the feeling to
    look green space, but know that you are not losing hundreds of thousands of
    dollars by not being able to d develop it! Plus what a great seating area for
    his coffee shop on land that he doesn’t own! It doesn’t matter how many times he contacted the City – he doesn’t own the land!

    Told? By whom? Tiffani Green? Can’t speak to whether or not the trash was his but since I have eyes and live in PB I can assume most of it was not his. I’ve seen lots with plenty of trash and debris on them.

    I think what Ori is doing is great and I live in PB. The Neighborhood you speak of is the same trash throwing, street corner drinking, stop snitchin’, “oh not my baby”, constant victims of gentrification neighborhood that considers living in filth like animals and murdering each other is okay. He is trying to raise the standard of living for everybody and he has been more than reasonable with their wants and needs. I’ve been to the Claudet and Tiffani show at SphINC and it’s embarrassing. If you want nice things you have to be deserving of them.

    He’s said publicly that he would pay upwards of $80k for that lot right now. It still won’t get done b/c of political nonsense. I can tell you that there are few if ANY developers willing to pay that much for ANY lot in PB.

    Did Ori present the city with the bill for the amount spent on cleaning up the lot? I am absolutely sure that there won’t be any legal action against him. City just went with the cheapest way to address this situation- threat of legal action. Of course it won’t go further than that.

    I understand why you want Feibush & Co. to have their ducks in a row. Some people probably take it as a defense of the city, but hey, this is an outrageous story. People are upset.

    Squatters rights. So does OCF,inherit the liability for this property??????. Is he really doing this project for the community? How about a learning center for the kids in the community. Maybe OCF Recreation Center. Can I just take a parcel of land? Full disclosure, counter points are not welcome here. I too didn’t get a lot i wanted,some other developer did. Guerilla public relation tactics thru various media outlets is trivial.I firmly state that I am not a fan of the RDA, though we have yo follow the laws,and I think you should to.

    Person, HD63, whoever you are: I think you have the roles reversed. People who buy expensive homes are most likely not going to be the litter bugs, nor are they going to be selling drugs on the corner. You want to talk about saying ignorant things? How bout Tiffany Green saying “God don’t like ugly” when she and her puppet Theresa McCormick storm SPHInc and NNA zoning meetings? And by the way, sir, ma’am, it, I believe you have the US vs THEM attitude. Regardless of whether or not he did this for personal gain or for the betterment of the neighborhood, can you honestly say you would rather have a trash filled lot?

    Clearly, Ori is a businessman and there was an element of self-interest in his actions. However, the point that’s being overlooked here is the City’s utter neglect of this lot and its refusal to sell the lot to someone capable of maintaining it. If the City had done its job, the situation would not have come to this.

    Vito is a great attorney! It is amazing that the City is holding up improvement in these areas. Sometimes the word “Redevelopment” needs to be taken out of the RDA and just call it Philadelphia Authority !

    it’s insane. the city agency ignored complaints in thousands of letters mailed to them over the past 9 years, all the letters went in to the trash and the agency did not even bother sending people replies — they couldn’t, people’s complaints about the blight went straight in to the trash without being read.

    along comes an American hero, sees what’s best for all of the citizens in his neighborhood, and despite threats by right wing corporate c0ck suckers with a corrupt stake in waiting for bribes, goes ahead and cleans up the blight.

    amazing. and now the corrupt dung heaps are crying because their criminal doushbagery is an international, viral story.

    I live in Phoenix and have no stake what so ever, just saw this on a local news site. I congratulate Mr. Feibush for taking pride in his neighborhood.It appears he made the appropriate attempts to purchase the land and when that didn’t work he invested his own money into improving the lot. Ask the neighboring businesses or neighbors if they mind the improvements.
